What is a real "government of, for, and by the people?

Democracy claims to be by the people, of the people and for the people, however, this may be argued. Democracy is for the majority. How would a real government with these values be run?

In essence yes a democrazy truly can be controlled by the majority. However in such a democracy as ours there are many laws and righgts that work counter to that to protect the minorities.
